Oslo Metropolitan University is Norway's third largest university with almost 22,000 students and over 2,500 employees. We have campuses in central Oslo and at Romerike. OsloMet educates students and conducts research that contributes to the sustainability of the Norwegian welfare state and the metropolitan region.

Faculty of Social Sciences offers study programmes within archivistics, library and information science, journalism and media studies, social work, social policy and child welfare, public management and business.

The faculty has about 4200 students and nearly 280 members of staff.

Oslo Business School has approximately 1700 students and 70 employees and offers study programmes both at Bachelor and Master level, as well as a wide range of continuing and further education.

Oslo Business School at OsloMet is looking for 1-2 new members of staff in political science/public policy and administration in a permanent full-time position. The successful applicant will be part of the Public Administration and Governance unit. The unit currently has 16 members of staff.

The academic unit is responsible for ensuring attractive, relevant and research-based teaching in its field in Oslo Business School’s bachelor’s and master’s programmes, continuing and further education programmes, and the faculty’s PhD programme. The primary duties assigned to the position are linked to the bachelor’s programme in Administration and Management, the master’s programme in Public Administration and Management and the Executive Master in Public Management.

The person appointed will become part of the research group Organization and Management in the Public Sector. The staff affiliated to the academic unit research topics relating to public policy, administration and governance, such as the complexity of organisation and management of the public sector, reforms, political processes and instruments, collaborative governance, and digital transformation. The person appointed will be expected to contribute to research group collaboration and professional networks nationally and internationally, as well as disseminating research. Furthermore, they will be expected to help write applications for research projects.

The day-to-day workplace will be at the Oslo Business School at OsloMet, Pilestredet campus.

Main duties and areas of responsibility

  • teaching and supervision at bachelor, master and PhD level
  • actively contributing to the development of Oslo Business School’s teaching portfolio
  • research and development
  • participating in research projects and applications for external funding
  • dissemination of research results
  • academic administrative tasks

Qualification requirements

The ranking of applicants is based on academic merit, and importance is attached to teaching experience and personal suitability. The assessment will emphasise publications from the last five years, including peer-reviewed works in recognised publishing channels. The person appointed must have an academic profile that is relevant to Oslo Business School’s public policy and administration programmes.

Applicants must have

  • a PhD in political science / public policy and administration, or similar
  • scholarly publications that are relevant to the advertised position
  • relevant teaching experience, preferably from experience-based programmes
  • good knowledge of public policy, administration and working life in Norway and the Nordic region
  • good written and oral communication skills in English, but presentation skills in a Scandinavian language will be hugely advantageous and given merit
  • good cooperation skills

The applicant must document relevant educational competence in accordance with OsloMet’s Guidelines for the assessment of educational competence at OsloMet.  

Applicants in the final phase of their doctoral degree work may apply. In order to be considered, significant parts of their thesis must have been published or the thesis must be submitted for assessment. The application should include confirmation from the supervisor or head of department. Any offer of employment is conditional on the thesis being approved and defended.

General criteria for appointment to teaching and research positions are set out in the Regulations concerning appointment and promotion to teaching and research posts.

In the assessment and ranking of qualified applicants, emphasis will be placed on

  • documented scholarly publication in the past five years, ongoing research activity and potential for future publications
  • teaching skills
  • experience of further and continuing education
  • qualities that contribute to a good working environment

Importance will be attached to documented teaching qualifications and experience. If you do not have relevant teaching qualifications, you must undertake to complete the university’s basic teaching qualification programme (15 credits) within two years.

OsloMet will test applicants’ teaching qualifications with a trial lecture in connection with interviews.

People who do not have sufficient skills in Norwegian or another Scandinavian language at the time of appointment will be offered Norwegian courses, and must reach B2 level within three years from the time of the appointment.

The salary for the position is in accordance with the Basic Collective Agreement for state employees and OsloMet’s pay policy for position code 1011, førsteamanuensis, pay grade 63-74, i.e. NOK 615,700– 745,000 per year. A higher salary may be considered for particularly well-qualified applicants.
